 Error parsing module spec: Not a properly formatted...

When attempting to install the RLNotes module in the Google HomePage, an error appears after the install,
"Error parsing module spec: Not a properly formatted file missing xml header"

I have viewed this in both IE 6 and Firefox. Does anyone have any suggestions to overcome this? All other RLWidgets are working without error.
